E-Sub registrar Offices

Overview

For the Ministry of Revenue, Govt. of NCT, a large part of revenue comes from property registration and is a huge source of income for Government. But for decades not much has been done to upgrade the systems or the quality of the sub-registrar offices. It was falling short against the desired standard to cater to the growing footfall. Several sub registrar offices were due to be modernised into the digital age and accordingly respond to the workflow, comfort and visitor clarity. The Government decided to upgrade the process of property registration in a manner that is more systematic and create an infrastructure for the digital age. Project for E-Sub registrar offices was to represent the new face of government culture and management system.

First one in line for modernization plan of E-sub Registrar office was Rohini followed by Basaidarapur. The third to follow is Nangloi sector was also chosen due to its high footfall rate. The other three sites wherein the modernisation took place were R.K. Puram, Libaspur and Bhaleswa.

Concept

The offices were planned with specific emphasis on visitor’s flow and various stages of work and entry. From appointment system booths to file checking, verification, biometrics, officer’s checking- the entire process and thereafter digitisation of the files and storing them physically in large compactors were all to be catered in these offices.

Design: Brown-field

Being brown field projects came with own constraint. Testing the concept and aligning the workflow required bending of rules in many instances. Opportunities were found to divide the floor into plates without disturbing the architecture but accommodating the interior design and the workflow. In Rohini, there were various floor plates whereas in R.K. Puram, within the floor there were different suites which were designated for a particular function. In Rohini the division allowed for more public areas at ground floor, personal interaction for registration on an appointment basis on the upper floor and filing and back end office on the middle floor. For both the places, access controlled doors became the major component of how to control the movement. Sections were individually placed in various pockets. The floors were managed by signage and access control system. Functionally the concept was to have a very systematic way of approaching the whole registration process.

Design: Green-field

Being a project, planning could be done without limitations. On one hand, Basaidarapur has a large catering zone and was therefore planned as a large building whereas Nangloi was responsible for handling both administrative and ministerial portfolios. Libaspur and Bhaleswa both are designed in such a way to maintain the uninterrupted workflow.

The design included kiosks for appointments, documents checking, officers’ signing and physical verification with a delivery section. Basaidarapur is designed with a front single story section, it steps up incorporating a high ceiling public dealing zone giving the space a very grand and breathable gesture.

For Nangloi it is an upper level housing the back office and storage archives whereas the lower level consists of all the major footfall zones. A double height area placed in the Centre of the building is the key area which takes care of the main public detailing. In Libaspur and Bhaleswa the building is divided and planned in three basic zones, main public zone with information kiosks, public dealing area, and restricted back offices with document storage and computer filing.
